write and build upon TCM (cleaning up, modularizing, making sure

Find the file ltcm.py on your system (should be in
/usr/lib/python2.6/dist-packages/studentcontrolpanel/ or similiar) and replace
the line that starts with '-' in the patch with the one that starts with '+'.
