downloaded debs are kept and do not need to be redownloaded).

Me too, upgrading from Ubuntu 8.10 to 9.04, (standard desktop).
update-manager has no problem fetching the update info, and successfully
fetched 1088 of the upgrade files, but stubbornly can not fetch 3 of the
upgrade files:
