Hello I can confirm this bug.
I have DELL Studio 1535 with Intel GM965.
I tried Ubuntu 9.04RC i386.
Effects disabled -> Minor XV video tearing, movies unwatchable for me.
Effects enabled -> Major XV video tearing plus general tearing while moving
windows.

I had issues with my Intel 4500MHD card in my Vaio TT (VGN-TT15GN) after
a fresh install of Jaunty 9.04. Jaunty works fine with the live CD,
with Compiz effects enabled and minimal tearing, even on installing the
beta build on the HDD it works just fine. Trouble started when I carried

to answer your question, yes there is screen tearing while moving
windows around on the desktop and with visual effects on or off. I would
love to post a pic but for some reason "prt sc" button, when pressed,
doesnt capture the screen right now.

Thank you for reporting this bug. Is the tearing present irrespective if
you have desktop effects enabled or not? (System -> Preferences ->
Appearance -> Visual effects). When you say "anything that has
movement", does that also involve things like moving windows around on
the desktop?
