In my case, after waking ssh clinets can not connect to the machine. It
seems that the machine is halted completely.

Please try to install the ssh package and then run the bug repro again
so the machine goes into this hung state. While it's hung try to connect
to it using ssh. If this is possible please save the output of the
"dmesg" command and attach that to the bug report. Thanks.
