I can confirm this, although I'm not sure specifically what in my
configuration was making the process hog the CPU. The CPU would vary
from 30% to 70% several times per second. When I killed ifplugd this
behaviour stopped.

I can confirm the bug. Besides generating a high CPU load, somehow new
processes are created at a rate of 60 per second. I can't catch any fork from
ifplugd, and the child processes die so fast it's impossible to see them in ps
