It was noted that rolling the driver back resolved the problem. The
latest intel driver also resolves the issue as well as others.

I am using a toshiba with nvidia card, using the proprietary nvidia drivers on
Jaunty.
Compiz is NOT enabled.
Same slow minimize and maximize effects; sluggish black frame animation. Takes
an extra second for the desktop to be usable again.
