Talked to the soyuz folks, and this is due to translations mistakenly
being stripped after the build for packages in universe, which don't
have langpacks. They are going to fix that, after which I will reupload
new packages to get the translations back.

Ok, I rebuilt locally with and without -updates enabled and translations
are created just fine, so it should not be from changes introduced in
the packages. I then checked the build logs from soyuz and it looks like
the translations were not done properly.

Gutsy - Intrepid are affected. Still investigating why. I rebuilt
intrepid with -updates enabled (as opposed to the -security updates that
do not), and translations were generated.
