BEEN TRYING ALL DAY TO FIX THE PROBLEM. LAUNCHPAD HAS CHANGED SINCE I
NEEDED IT LAST. IF THIS DOESN'T FIT HERE, HOW DO I AS THE QUESTION OR
REPORT THE BUG? THIS IS THE ONLY PLACE I CAN FIND TO REPORT THIS BUG.
AND MY pkg mgr was NOT interrupted!

This is not a bug, this is normal behavior for when a package manager is
interrupted during operation. Please run
sudo dpkg --configure -a
and then you should be able to use your package managers again.
