Yes you are correct - on switching to another tty I can see that the
screen is correctly positioned.
I do not have compiz enabled. I'm using kwin effects, but the problem is
the same if I turn them off.

mark, I imagine that you only get this "shift" inside the x server. if
you switch to another tty, the prompt should be at the top of the
screen, am I correct?
also, do you have compiz enabled? if yes, could you please also try without?

But I *can* reproduce it in Ubuntu as well as Kubuntu. So I wonder if
there are different variants of this hardware and it doesn't work on
some? Mine is the 1GB/16GB SSD, 8", UK version.
