This bug exists within a fresh install of Firefox on a Windows virtual
machine as well. Is it possible to move this bug to general firefox?
Or would I have to post it again elsewhere?

I need to amend my steps above to include that the tool bars must be
turned on when firefox starts up. So if your tool bars are off when
firefox starts up, and you turn them on, this bug does not occur.
Only when they start on, and you turn some off does it occur.
