Strange. matplotlib build depends on python-tk and python-tk
2.5.4-0ubuntu4 depends on tcl8.5 and tk8.5.

I had the same problem with dpkg-buildpackage. Installing tk8.5 resolved
it, probably it should be a build dependency.
