I still have this problem, on 9.04 and I just pulled an apt-get upgrade.
As was the original problem:
Mouse over the applet icon:
Wheel Up -> Increase Volume
Wheel Down -> Decrease Volume
click the applet, and mouse over the horizontal scrollbar:
Wheel Up -> Decrease Volume
Wheel Down -> Increase

Confirmed, it works that way if you click on the applet to see the
horizontal volume and then use the scroll, thanks for the report.

The bug still exists.
This probably will need the same fix of bug #314966 that you referred to.
But this one isn't in gnome-volume-control , it affects the applet itself, the
single channel controlled when you single click the applet.
