Is there a way to edit this manually (ie, using gconf-editor)? The only
mention of "weather" I could find with gconf-editor was in the
/schemas/apps/gweather key (some "locations" there), but as they are
schemas, gconf-editor can't edit them.

There was a comment on the upstream bug concerning the "missing" Berlin
stations.
"No station was removed. They just don't appear in the UI by default since it
was confusing for the user."

And I can confirm your bug report. There is only one option for Berlin,
and it is a defunct weather station. the information is from March 02.
