In 0.46 the tool bar got some new icons that made it too tall for some
vertical resolutions. In svn this issue is solved by using a
collapsible toolbar.

I think this is actually a dupe of bug #206098
If you enable desktop effects (compiz), Inkscape maximizes properly.
Turning off compiz and returning to metacity causes the problem to
reappear. My guess is an

I'm not 100% sure this is a dupe of bug #168648.
Inkscape should fully maximize (when told to by the WM). I can confirm
this issue (the main app window does not resize horizontally when told
to 'maximize')

and personal experience. FWIW, bling is disabled, so the Window Manager
is _not_ compiz.
