I've tested my patch and it works OK. I've also added some info for
Mobily in Saudi Arabia in the hopes of resolving the problem detailed
here (http://www.ubuntuhcl.org/browse/product+huawei-e170?id=6825)

provider-info/serviceprovider.xml
2. use nm-connection-editor to create a new mobile broadband
configuration
3. test the configuration through nm-applet
