It doesn't include an Intrepid build since the packaging tools are too old.
Since it appears that nobody at Ubuntu has any intention of making the
one line change to fix the LTS package in the 1 1/2 years since it was
repo
(Disclosure: I am the author of apsw).
Jaunty includes APSW 3.5.9-r2 where that line is commented out as I
distribute it that way, so a simple upgrade to Jaunty will solve your
immediate problem.
You can also build APSW yourself. It is really easy and can even
download the latest SQLite for you!
