I have similar behaviour with 9.04 final all updates.
Wlan association takes much more time than it used to be in 8.10.

I see similar behaviour with up-to-date 9.04.
Reconnecting to Wi-Fi takes about 60 seconds, while on 8.10 it was
connected almost immediately.
