indicates that a local installation has been installed out of the
packaging system and is taking over the ubuntu version, that's not an
ubuntu bug

I had the same problem, too.
When I compiled the newest version from source, it works. But the
package from the reposity is still broken and unusuable because there
are no protocols to choose!

Still not confirming here. Could you please try running "LC_ALL=C
pidgin" and try with that (the language will be in English though)
