This bug was reported a while ago and there hasn't been any activity in
it recently. We were wondering if this is still an issue? Can you try
with the latest development release of Ubuntu? ISO CD images are
available from http://cdimage.ubuntu.com/releases/lucid.

It might be worth splitting this into a separate report for the webcam?
One thing that might be worth checking for the stuff that only works on some
ports might
be to try a powered USB hub, I can imagine that might be a problem for some
hard drives
that are USB powered (if they are) - but it sho

Looking at other bug reports, this appears to be a Linux bug. See bug #
109211.
I've experienced this bug as well. I've connected three different DVD
reader/writers, two Sonys and a Targa to an IBM ThinkPad X60s and a Sony
Viao via USB. None of these worked - they behaved as described above.
