The same issue exists in Jaunty. I'm providing a Jaunty debdiff which
modifies debian/postrm to (also) remove
/usr/share/phpldapadmin/config/config.php during purge. That done
phpldapadmin purges (and reinstalls) cleanly.

I experience exactly the same warnings while purging phpldapadmin and
then reinstalling it again.
Besides being a bit untidy I'm not sure how much of a problem this is.
phpldapadmin still seems to work fine after the reinstall.
