Where in the GUI did you try to make this change? I think this is
probably assigned to the wrong package, starting with Ubuntu 8.10
doesn't use the gnome-system-tools network config tool anywhere in its
GUI.

Please attach your /etc/network/interfaces file before and after changing from
DHCP to static.
Do you use different locations for DHCP and static settings? If so please
