I try to reproduce this in Jaunty and gnome-keyboard-propierties show me
a layout but I don't know if is right or wrong because I work with a
Latin American keyboard (anyway your report say that you get an empty
form), so for clarity I will attach a screenshot.

I'm sorry, but I can't understand your point.
If I click "System" - "Preferences" - "Keyboard" - "Layouts" tab,
"+"-button in "Choose a layout", I get an empty preview. And this is the
expected behaviour. In fact I haven't selected any keyboard layout so
far.
But when I select the Belgium, I get
Installing VBoxGuestAdditions 2.1.0 on an Ubuntu 8.10 guest in a VirtualBox
2.1.0 on Windows XP SP3 host sets the keyboard layout on US. Work-around is
installing VBoxGuestAdditions 2.0.6 after 2.1.0.
