The name should be pgfplots. The repository is for jaunty, so it might
not work up, when you use a different version of ubuntu. I have no
problems apart from the warning that this package is in a ppa.

What's the package name to be installed? Using command line might be

I think the comment on the Debian Bug Report say that this package is
part of the TeX Live 2008 TeX Distribution and that there will be a
Debian Package when TeX Live 2008 is packaged, but

It didn't work.
By the way, what does it mean to be included in Tex Live 2008? I thought
I installed many important packages of texlive but still do not have
pgfplots.

The corresponding Debian ITP mentions, that this package will be
included in Tex Live 2008. I had a package on review, but nobody wanted
to review it.
