I had this problem as well in Ubuntu 8.04 with OpenOffice Writer 2.4,
but it turned out that the updates to the new window did not work in Web
Layout view, but did work in Print Layout view. Switching to Print
Layout view solved the problem for me.

I have been having corrupt package problems that have prevented me from
updating or installing OO3 to try it.
I am optimistic that the problem will disappear when I finally get OO3
up and running so you can close this bug and I'll reraise it if it
happens again in the latest version.

No... but you've prompted me to look into it further because its hard to
believe it is not working:
If I create a new document then 'New window' works correctly including
saving and restoring the document and doing new window again.
It consistently fails to work on the document I've attached.

Huh, I am not sure what you are saying? Are you saying you opened the
same document twice and editing it at the same time in both and wanted
it to somehow work? If so that just isn't going to work at all. At best
it should lock you out from being able to make changes at all.
