I think this bug needs to have higher priority than 'medium' -- it
breaks a large number of older (but still quite useful) X11
applications, like 'xterm' and (as was reported to me) x3270.

Actually I missed the bottom part of your bug report. I can confirm
that the commands typed above do produce the error message
"/etc/X11/rgb.txt: No such file or directory". Marking but as
confirmed.

Thank you for taking the time to report this bug and helping to make
Ubuntu better. It appears as though your system doesn't have all of
it's updates installed. Just going by the fact that the file says
"development" branch it tells me that your install was when intrepid was
either in Alpha or B
