I hope this helps others to investigate the bug further...
I made customs shortcuts for making new blog posts and syncing through
Settings--Configure Shortcuts menu. Using these shortcuts I was able to
make and upload blog posts successfully.
When I hit the customs shortcuts for making a new post
Same in here. Kblogger has no option under Kubuntu 8.10 with KDE 4.1.4.

I can confirm this behavior, I am using Kubuntu 8.10 and Kblogger has no
option to make new posts

Interesting, as this used to work fine, but I just tested it and can
confirm your issue. I will check to see if there have been any changes
upstream, as there hasn't been an announced release since the 1.0 alpha
2 release. Thanks for your report!
