Yes, I experience the same problem since intrepid on an Acer Aspire 5520.
In intrepid I saw the "halt : unable to iterate ide devices .." error but it is
not there on jaunty although the problem is still there.

I have the same problem.
I have been had this problem since I updated my system to Ubuntu Hardy Heron.
Recently I am using Ubuntu Jaunty and I am having the same problem. The
computer give all normal messages of the shutdown process but it doesn't power
off.
When I was using Ubuntu 8.04 LTS
I've same problem since Ubuntu 8.10 64 bits on same machine.
