I tested the GUI option in 0.26.1 in Ubuntu 9.04 and it does now work.
The command still throws up the error that is defined above. I'm not
sure if this is a problem with IRC or with xchat-gnome; however, the bug
was for a GUI option, so I've closed the bug.

In newer versions of xchat-gnome you can right click on a channel and select
"Show join/part messages".
