Does this mean that libc6-xen is not needed or desired for running on
xen? If not, why is it even provided in Ubuntu?

This is a known xen quirk with libc6 especially with Ubuntu. This
message can be turned off by supplying an approiate patch in the kernel
which I am working on right now.
