This is not a bug. It can be disabled in settings:

This is an important bug. Made more so for me by the recent intrepid
regression preventing me from frantically pressing the mute button when
I know the startup sound (or any sound) is going to play because mute
now unmutes sound as well as mutes. see bug#287055
