Hi!
My MSI Wind U100 with current karmic, ubuntu netbook remix (gnome) works
fine with respect to bluetooth and wifi.
$ uname -a
Linux jjchico-netbook 2.6.31-14-generic #47-Ubuntu SMP Thu Oct 15 02:08:08 UTC
2009 i686 GNU/Linux
Alt+F11 cycles through B-off:W-off, B-off:W-on, B-on:W-off, B-on:W-
On Ubuntu Karmic, I can confirm that pressing Fn + F11 doesn't cycle
through the combinations as expected, it just turns the wireless LED
between on and off.

I tried it with 2.6.31-8 and it works! So the affected package might be
the kernel.
Also for some other MSI Wind U100 problems like no SD Card or
suspend/hibernate support 2.6.31-8 helps.

I installed ubuntu, bluetooth was working.
Then I installed kubuntu-desktop with synaptic.
I dont know if bluetooth was working in this configuration.
Then I removed all KDE packages (that I could find).
Now my bluetooth isn't working.

I have the same problem, on an MSI Wind U90
Pressing Fn + F11 doesn't cycle through those combinations, it just
turns the second LED (the wireless LED) on/off/on/off/on/off. It doesn't
do anything with the first bluetooth LED.
lshw | grep bluetooth doesn't find anything.
hci dev shows no devices

Which icon are you referring to (I use Ubuntu, rather than Kubuntu).
Can you confirm that the Bluetooth LED is turning on & off in response
to the FN+F11 keypress?
When you press FN+F11, the MSI Wind will cycle through 4 combinations (I
can't recall the precise order of these combinations
