This bug is still present in 14.10. The failed locale is eo_US.UTF-8
and eo.UTF-8, with the same error. I just add this new language via the
GUI.

I just saw this error in 12.04. It can be repeated by running sudo
locale-gen, which gives the following output:
Generating locales...
da_DK.UTF-8... done
en_AG.UTF-8... done
en_AU.UTF-8... done
en_BW.UTF-8... done
en_CA.UTF-8... done
en_DK.UTF-8... done
en_GB.UTF-8... done
en_HK.
Just upgraded from 9.10 to 10.04. I got the same error:
