It is very easy to add new locale. I attach the one that I am using.
I also wrote some instructions how to do all modifications on your own
http://stonis.info/Linux/
(the location is not the best, but I do not have a time to publish it somewhere
else).

I agree. ISO locale for English language would be very useful. Every
time I install new Ubuntu system I have to go through the same steps
adding new locale that supports ISO date and time format.
