Thank you for taking the time to report this bug and helping to make
Ubuntu better. We are sorry that we do not always have the capacity to
look at all reported bugs in a timely manner. There have been many
changes in Ubuntu since that time you reported the bug and your problem
may have been fixed
Thought it might have something to do with the edge settings for rotate
cube so disabled a bunch of mouse bindings and my top gnome-panel
started 'unhiding' again.

I still have this problem too. Notably, even if you disable the mouse
edge options (Edge Flip Pointer, Edge Flip Move, DnD, etc.) in "Rotate
Cube", this problem still persists.
