You don't have to switch over to Karmic to test. I have prepared 1.4.9
packages as they are about to be shipped in Karmic in my PPA. They
should run in any release past hardy.

I had the same problem this morning. After running sudo apt-get upgrade
and rebooting (177 updates including new kernel image) the SCIM icon
appeared for the first time ever in the panel and wouldn't die. In
addition it seemed to disable the use of F12 to activate yakuake. Like

Both of my Intrepid installs were clean installs. I solved this problem
by removing scim from synaptic, however I don't know if that has any
other unexpected consequences.

Actually, on my Intrepid system I cannot reproduce your problem. It
works like expected, scim is not started if the 'enable complex
character support' checkbox in language-selector is not checke
