I can confirm this with Intrepid. Changes to keyboard layouts apply only to the built-in keyboard on the laptop, not to extra keyboards plugged in via USB. I had to go back to xmodmap, which works. So presumably this is a bug somewhere in event handling changes to xorg that lie upstream of the m
