Ok, there's one last change in the debian packaging in this branch: it
resolves bug #121182. I'd like some review to make sure I did that in

I updated this ticket to be about 1.0.23 instead of 1.0.21.3, and linked
a new branch based on ~ubuntu-core-dev/landscape-client/ubuntu.
Notable is that the version number scheme has changed slightly to better
facilitate future upgrades between supported Ubuntu releases.
