Since I've not got anything better to do this morning, I went ahead and
did confirm that with all the new dependencies finch pulls in, the
problem reported here is no longer an issue in 8.10 JeOS.

I set up an 8.10 JeOS VM and went straight to apt-get install finch.
The list of dependencies is now, to put it mildly, friggin HUGE... but
dbus is in there.
I'd say this is fixed, though I have not actually tried installing it.

Thank you for taking the time to report this bug and helping to make
Ubuntu better. You reported this bug a while ago and there hasn't been
any activity in it recently. We were wondering is this still an issue
for you? Could you try to reproduce the same with Ubuntu 8.10 or 9.04?

Try apt-get install dbus. I think it workes for me.
