I think I had the same problem. I fixed this by right clicking on the
top grey bar, selecting Add to Panel and then scrolling down to select
Main Menu.

Can you right-click and add a launcher for gnome-terminal to the
desktop? Then in there run "ps -ef | grep gnome-panel"?
