Getting all mail is now a two click operation. "Get All Mail" should do
exactly what it says on the button, i.e. get ALL mail account's mail.

I did some testing with 2.0.0.23 and 3.0b3, and was just about to file
the report upstream. However, it seems that "Get Mail" works for a
particular account when it is selected in the side pane. I expected it
to behave as "Get All Mail", but perhaps this isn't the case?

I confirmed it as it is affecting me as well, this is a bug in
thunderbird core code.

in my case the last used email account server (via the pull down) is
searched for new messages the rest are ignored unless you manualy select
them
