install-package should handle this. You maybe expect PkgSystemLock to
return False if locking fails, but this can not work because the error
messages are exposed using Exceptions. In fact, you should check the
return value (if apt_pkg.PkgSystemLock:) and also catch Exceptions
using try/except.

I also had Adept open, and tried to install a new system language via
Language Installer from Kubuntu's System Settings.

Same as Gianni. I cannot remember exactly but I very possibly had adept
open at the same time, which would explain the lock issue.
