The fan not running is not a problem in and of itself. Normally it only
comes on when the cpu gets hot. Are you monitoring the cpu temperature?
How hot does it get and does /proc/acpi/fan/FAN1/state still say it is
off? Have you tested a mainline kernel build? Did this work before
Hardy?

I've got the same problem on toshiba l300, the latest karmik don't solve
it.
