It's not available in Lucid anymore, probably by accident?!
It was missing after this commit:

- with the beginning of the 0.7 branch.
I've sent a reopen request to the Debian bug, and will re-enable

Thanks for the suggestion. This is available in the last nginx upload in
jaunty. It has been enable in Debian (you can check Debian bug #507419)
