For me this was fixed by reinstalling libmagick10, which is what
actually installs these modules and a config file. I guess that the
config file was broken by some upgrade.

I get a very similar problem, but a -list format gives me everything
EXCEPT jpg, jpeg, and png. The modules for these are there in
/usr/lib/ImageMagick-6.3.7/modules-Q16/coders/

Yes, including
/usr/lib/ImageMagick-6.3.7/modules-Q16/coders/jpeg.so
and
/usr/lib/ImageMagick-6.3.7/modules-Q16/coders/png.so
Strangely, I also have a /usr/lib/ImageMagick-6.2.4/ directory, which
has only a config/ sub-directory.
Works for me with same version of imagemagick (Intrepid, x86):
$ dpkg -l imagemagick
...
ii imagemagick 7:6.3.7.9.dfsg1-2ubuntu3 image manipulation programs
$ identify north_berwick_colin_murray.jpg
north_berwick_colin_murray.jpg JPEG 500x667 500x667+0+0 DirectClass 8-bit
57.4629kb 0.
Murray: do you have anything under /usr/lib/ImageMagick-6.3.7/ ?
Here I've hundreds of files, e.g.
$ dpkg -S /usr/lib/ImageMagick-6.3.7/modules-Q16/coders/jpeg.so
