This is fixed in the virt-manager version that is in Lucid. It now
supports window scaling.

I can confirm this as well in Jaunty (0.6.1-1ubuntu4). My screen
resolution is 1024x768. Booting from a live CD in virt-manager creates
a 1042x905 window without scroll bars, making full screen the only way
of reasonably using the VNC window.
