The status of bug 604551 upstream indicates this is not yet resolved.
I've updated the bug watch to point to that bug, rather than bug 562034
which was for the submission of the patch. This patch was never intended
to fix the problem, though, only to fail in a more graceful way. Since

this is understood, its just not understood what we want. Usually users
wont have the provider lock code. But not giving any feedback to the
user isn't really good either. So I still think we should present the
user with a "unlock" dialog where they can enter their code.
