userlist options doesn't work in vsftpd

I was able to reproduce the described behavior in noble by using the
provided configuration files and running
$ ftp -a localhost
Connected to localhost.
220 (vsFTPd 3.0.5)
530 Permission denied.
ftp: Login failed
Then, checking the manpage for vsftpd.conf, I see:
local_enable
Controls whether l
Is this still an issue in 2024?

what I discoverd is that vsfpt seems to parse not all user_list file ,
but just the second half of the file.
What i did is copy and paste users twice in user_list file and it worked
