Happens to me.
uname -r : 2.6.31-17-generic
Sounds like it is spinning up and then spinning down every 20 seconds.
It then immediately starts spinning back up again for me.
It appears to spin down 20 seconds after the last access if a CD is inserted
Doesn't occur if the CD-drive is in an ejected
I am very new to the Linux community and have recently installed Kubuntu
in a partition. I have the problem described in this thread - the CD/DVD
ROM drive spins up and is very noisy, for no apparent reason, whether or
not there is a disc in the drive and whatever program I have open or

Interestingly hdparm listed it as idle when in fact it was spinning at
top speed noisiliy. I got i to spin down with the -y option.
