I just upgraded two installations to jaunty Alpha 4 - I was as of now
not able to test it in a great deal (remember, reboots are for kernel
updates ;) ), but I'm very pleased with the solution so far. I thought I
managed once that it was not acepting input right from the start, but

Since alpha 4 updates my RF keyboard resumed working as expected. I can
now enter the LUKS passphrase and everything is fine, and has been for
the past couple of weeks.
@Phoenix, unfriendly LUKS tags / device names at boot also bother me. I
filed Bug #328218 for that.

Just clarifying - in my last comment I indicate my USB RF keyboard
works. So I assume USB drivers are now loaded at that point and the
original issue reported here should be solved. Can the original reporter
confirm this ?

I have the same bug, however I have no delay, in fact I have to use
another USB keyboard to boot.
Even if I wait for a while the cordless keyboard doesn' t work when the
LUKS passphrase is asked.
This is the keyboard:
