This appears to have several knock-on effects to wherever gnome is instructed
to shut down. For example:
System->Preferences->Power Management->General
When the power button is pressed - Ask Me
Now when the power button is pressed it gives the logout/switch-user
options and not the Hibernate/R

For Intrepid Ibex, when I click on shutdown, it starts to shutdown, then
kicks into the Ubuntu login screen. It does not shut down.

Yo
I have same thing. its expected to work if you System > shut down than
it gives dialog with restart shutdown log out ect... you hit shut down
or restart the gdm comes up and you have to shut down restart from
there.
